Oslo Manual 2018

The Oslo Manual is a joint OECD and Eurostat publication, the internationally recognised methodology for collecting, reporting and using data on innovation. Worldwide, it is regarded as the standard reference for statisticians, policy makers and businesses to understand what innovation is and how to measure it.

GUIDELINES FOR COLLECTING, REPORTING AND USING DATA ON INNOVATION

Now in its fourth edition, it presents the scope of innovation activities, the characteristics of innovative firms, and the internal and systemic factors that can influence innovation. The Manual provides a conceptual framework and a general definition of innovation applicable to all sectors of the economy: “An innovation is a new or improved product or process (or combination thereof) that differs significantly from the unit’s previous products or processes and that has been made available to potential users (product) or brought into use by the unit (process).”

The Manual takes its name from the capital of Norway, where in 1992 the OECD Working Party of National Experts on Science and Technology Indicators (NESTI) introduced the international reference guide for collecting and using innovation data. The Manual has since been revised on three occasions to address new challenges and take into account the emerging interests of its users.

The Italian translation of the Oslo Manual 2018 is part of RING ODR’s editorial project dedicated to the OECD Manuals. The translation from English into Italian was carried out under official licence, with the supervision and final approval of the OECD itself. The translation project was overseen by RING ODR’s technical-scientific group, coordinated by Dott.ssa Alma Cardi see profile. The Italian translation of the Oslo Manual 2018 was sworn (giurata) pursuant to art. 5 of Royal Decree 9/10/1922 no. 1366, Presidential Decree 396/2004, and Law 445/2000, before the Court of Sassari, sworn translation deed no. prot. R.G.V.G. 3629/2021, CRON. 8768/2021, dated 7 December 2021.
